Under image on the menu choose image size and select the size you want. going smaller is great going larger will cause pixilation.

When you click new you’re basically creating a new canvas. Click on open..that will give you the option to select a picture from your computer

Very easy to do in Irfanview under Image/resize/resample
With the image open in PS, choose Image > Image size (or shortcut Shift + Ctrl + I) then set your desired witdth & height in inches, and change your resolution to something higher, like no less than 300 but no more than 600 pixels/inch

You should have a pull down menu that will allow you to select the size in inches instead of pixels. You can type in one size and it will complement it with the other size.
That way you can directly size the image to fit without calculating.
Then you need to check the dpi again. When you resize it sometimes tries to change the dpi when you make the size adjustment.
It has been a while since I used photoshop. Had several versions of Adobe Suites.
All I use now is GIMP. It’s free and opensource and will do anything I ever need to do. And it takes a lot less resources to run.
Load the original.
Resample/resize and do a ‘save as’ rather than a ‘save’.
That would retain the original and allow you to give the ‘save as’ a new name.

When you click “new” you’re creating a new, blank document. There is no need to do this. Just go and change the image size to 300 dpi at the dimension required and save it under a different file name.
The image is being reduced in dimension while resolution is being increased so it’s not going to be quite that bad, although 300 dpi is print resolution so any artifacts or blurriness will be very evident in lithographic printing.

Going from 300 to 72 is ok. The other way, not so much. If you drop the picture 50 in size, the best resolution you are going to get is 150dpi. The difference means that the computer is going to “guess” what pixels come in between.
Sure, it’s small, but it’s going to look “mushy.”
