"Congress should be subject to random drug tests as well." Some in Congress would be unclear on the concept. They would think that they should be provided random drugs to test.

Why bother with drug tests, just bring in the Military Working Dogs who alert to the scent of illegal drugs and leave them with a nice Hello! wake-up call.
