Religious Land Use and Institutionalized Persons Act
To the best of my understanding of the Constitution, it remains that since the ratification of the Constitution, the only way that the corrupt, post-17th Amendment ratification feds can constutionally control how INTRAstate private property is used is to purchase the land in compliance with the 5th Amendments eminent domain clause.

This issue is arguably another example of what Thomas Jefferson and James Madison warned patriots to be on their guard against with respect to the corrupt federal government unconstitutionally expanding its powers in gradual steps.

In fact, it looks like the year 2000 that President Clinton signed the Religious Land Use bill into law was an election year, corrections welcome.
