How may one block an outgoing number on a cell phone? I have an old ZTE Z222 flip phone from AT&T that I am giving to a granddaughter to use. She has lost her smart phone because she runs up a huge bill. I figure with a simply old fashioned flip phone, the only thing she can do with unlimited calling and texting the only thing she could do to run the bill up is 411 calls at $5 a pop. I want to block 411 calls. I doubt she will make international calls.
They make a special phone for kids which can be locked down by the parent, and only used to call numbers on the contact list.
Why not just get her a prepaid phone, pay X amount every month and if she runs out, she runs out? She’ll (hopefully) learn not to do that.
Verizon has a Family Management plan for $5 month that offers a variety of controls over phone usage. The settings are configured on the web. Perhaps AT&T has something similar.
As an alternative, get her a cheap pay as you go phone...and buy her however much airtime you want her to have at the beginning of the month...and let her figure out how to pace herself/manage it.
Do not let her have any device until she is older. If needs to Cal parents get her the limited phone for kids like that.

I would call AT&T and ask them. I live near Mexico and they were able to stop international calls.
Hand down old smart phone as wifi only.
I use a Net 10 phone(flip phone), cost $20.00. I buy a phone card for $25.00 a month and is good for 1000 minutes. I rarely come close to using that many minutes in a month.
I don’t go online at all with it, although you can.
When you run out, you run out and turns off until you refill it.
Have used it for years, took out the landline and am saving money.
The suggestion from Still Thinking is the easiest answer.
You can always buy more time from the comfort of your living room. Or, have someone remove the battery after certain hours. Clear it with the Mom and Dad first though. Kids like to use their kindly Grandparents to pile up on the goods and gifts. I know I did it that way. From a kid’s point of view, there are certain favors and treats that “the parents don’t need to know about”.
*67 followed by the number you are dialing. Haven’t used it in years, so don’t know if it still works or how effective it is considering the age of smartphones.
