I bet not. The drivers are responsible to be in control of their cars or they should get off the road if they cannot handle the weather and road conditions.
Note; 4 cones in good weather for that road speed, different in bad weather. Comcast guy not right.
Comcast is investigating. 4 cones not enough when there is an icy road and you having a hill behind you where drivers cant see.. But that black truck was going too fast.
