Yes, it is, as her “aggrieved status” precludes the reason for her “appearance.” She got her attorneys to shoot a document without even validating notarization procedure.
I agree that she has to notarize it if the law requires it but due to the keen interest in this recount I doubt they will throw it out over a technicality. They will probably accept it with a condition that she submits her signature with a notary.
