I did read that the act of a pardon was initially attached to a conviction, however, that case was widely panned when it was reported that Ford pardoned Nixon after Ford took office wherein Nixon resigned before the Senate could impeach him.

For someone in her position, she has been permitted way too much leeway to shoot her mouth off. If I were a Trump advisor I would recommend that he dismiss her immediately before she causes him some real problems.
