Obama will pardon. The only chance is Arkansas Atty General who has been investigating. The foundation has an office in Arkansas, which gives her jurisdiction.

IMHO anyone could sue, under the “emoluments clause”
Article 1 Section 9:
No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state
and force the Foundation to disgorge any money contributed to it by foreign governments while Hillary (or Bill, the foundation was started while he was still POTUS) was on the federal dime. One might even extend that time past Hillary’s retirement as Secretary of State, on the basis that “profit or trust” includes pensions and Secret Service protection.
