I don’t think there is any downhill in OK...
As for the brake lights it’s entirely possible he pulled the plug off of the brake light switch down by the pedal.
Without major aero work done on the car he wouldn’t hit 208... 170’s I’d believe but horsepower required is something like the cube of the speed ,, the graph goes vertical pretty quick.
