I believe that is the case, and it would allow a Muslim Brotherhood operative to pick Muslims to enter our Govt. so they could shut up people who sound the alarm on Muslim infiltration, and motivation, and get some of our agencies like our FBI and Military to change their teaching to be more favorable to Islam. - Tom
