It's hard to imagine a BB having entered *through* the skull as a bullet could.Enetering through the eye,ear or nose might,perhaps,be possible.

Yes. And some of the pellets for these guns aren’t BBs. They are cone-shaped projectiles that can concentrate the energy in a very small area. More than enough to pierce parts of the skull.

The eye socket is a bullet funnel straight to the brain. Yes, this is attempted murder. Cut her no slack just because she missed her target.
The officers were in plainclothes in an unmarked car. She probably didn't realize they were police. She was likely just deciding to do something to some random white people, not figuring that it would result in such a large police response to hunt her down.
