So America stops paying for defense for 8 years and all of a sudden Europe has no parts, no experience, no training. Must have been nice having the US not only defend you but also pay for what little self-defense you had so you could all use the money to fund your socialist programs and then wag your finger at the US for not being as progressive as you in the area of social safety net.
NATO has not existed in a meaningful sense in twenty years.

Leadership issues.
The only allies the U.S. has that can operate with us in a major war: 1) the UK, 2) Australia, 3) Japan, 4) Germany (maybe). NATO is a toothless paper tiger.
Discovering things like the refueling issue, and inadequate experience with bridging, is why you have regular NATO-wide exercises. Then, once you find out the issues, you take steps to remedy them (like making sure that every unit has a NATO-standard hose adapter).
