Something that occurs every ~2½ years could hardly be called rare.
As the 30 or 31 day month is an artificial construct, these kind of rare occurrences of an event that is on a 28 day cycle is really nothing special. An eclipse, that is not artificial. A comet, or a blood moon, or the closest approach of Mars in 100 years, that is rare. But events that are only special because of the calendar’s peculiarities, big deal.
