Government resources were needed to fast-track the internet giveaway. And that was a criminal act by Obama's administration.
Here are a couple lines of the wonky specifics:
The federal government had prohibited any use of taxpayer funds be used to transition out of the current the IANA functions contract.
In other words: Congress told the President, "You can't use one dime's worth of government resources to plan the 'internet giveaway. Do it and you're breaking federal law."
But he did anyway. He used your tax money to make sure that the contract would expire on September 30.
That was a High Crime. At the very least Strickling [the administration's point man on this caper] should have been impeached by now and anyone who refused to renew the contract should have been impeached with time to spare before September 30 even if it reached the President himself and his replacement.
Then democrats in the House and Senate would be reduced to defending those creeps -- good luck with that!
~~~
Now congress is defunding the transition again. But the transition had already been illegally planned. So ... that will be in the followup vanity after this.
~~~
Still confused?
Here's how to keep it simple:
* Obama is illegally allowing the ICANN contract to expire on September 30 and congress thinks that a new 'defunding' bill will solve the matter.
Always scared to impeach tyrants, the GOP tries to be clever instead. The House doesn't defund things that should be defunded and then tries to defund things that aren't defunded.

ICANN Transition Even Endangers ‘.gov’ and ‘.mil’

ICANN transition insider Paul Rosenweig warns:
1. Foreign powers will “indisputably have increased influence”.
2. Transition a “leap in the dark”.
3. ICANN planning to move overseas.
4. ‘.gov’ and ‘.mil’ “not assured by any enforeable mechanism”.

ICANN, a Pack of Liars [Internet Giveaway]

A blackmailed congress won’t do anything.
Uh huh... and?
Ping.
ICANN planning to move overseas.
To China (Shanghai) if the rumors are correct.
Obozo breaks the law everyday; no news there.
Sure wish we had a congress with some balls to impeach this maroon; like 5-6 years ago.
The Internet was basically created by the USA via DoD funding to research institutions and major Universities.
I do think it is reasonable that we continue to “own” the management of the network via ICANN.
Regarding the prohibition of funding to stop a contract from expiring, well that is just silly, as it is going to expire if you do not do anything at all. No funding is needed to allow an expiration.
Having said that, Congress has proven itself a weak mouse over and over again in failing to oversee this administration. Obama has no reason at all to do anything they require or ask.
Obama is asking for funding to fight Zika.
But they are asking for the funding now, because the original funding was diverted to s UN Green Climate fund (2)
Oh, and now they are “shifting $81 million away from biomedical research and antipoverty and health care programs to pay for the development of a Zika vaccine.” (1)
And where did the 75 million come from that will help Mexico build a wall along their southern border? (3)
Over and over again, Obama has laughed at Congress, and over and over again Congress has said, yes sir, pass the Vaseline.

‘A blackmailed congress wont do anything.’
You are essentially correct:

[Defund again.]
Cruz and other senators were asking ICANN unanswered questions about secret talks with China. They might build a branch office there.
But that’s just one possibility ...
ICANN Secretly Planning to Move Overseas
A clear example of a lie by ICANN: they claim that they will remain under US jurisdiction and remain based in California. That’s not only a lie but a tricky, oily kind of deceit.
. . .
Testimony by Paul Rosenzweig:
“ICANN is a non-profit corporation incorporated in California. Some say that this is a check on ICANNs activities, since it would be subject to suit in Americas impartial, professional court system. Indeed, in July, Assistant Secretary Strickling confidently declared ICANN is a California corporation and will remain so.’
“I wish I were as confident as Assistant Secretary Strickling... The idea that ICANN would pack up and move has been contemplated by ICANNs leadership.
“Back in June 2014, ICANN CEO Fadi Chehade announced, in testimony to the French Senate, that the Board had authorized him to begin, as one of five major initiatives, the creation of a ‘parallel legal, international structure (maybe in Switzerland) for ICANN.’
“These changes were recommended even though some Members of Congress have explicitly opposed this outcome.”
— Rosenzweig
I will add this though — congress can’t impeach without an overwhelming wave of public support.
And frankly, not many in the public is not properly informed about this expiring contract.
We were marginalized all these months. And even talk radio — is any radio host saying one word about it?
“We were marginalized all these months. And even talk radio is any radio host saying one word about it?”
Crickets.
Talk radio spends more time talking about football than about this criminal scheme at this critical time.
We need to remember who actually cares.
