If the kid is 2 years old, and still in a baby carrier with a handle, it may have significant developmental delays. Around here, they start early childhood intervention pretty young.

Thanks. My first thought too. Are they nuts? I thought I was awful for taking my then 3 year old to 2 mornings a week pre-k. She was the youngest in our neighborhood and needed more contact with kids her age. She was late talking because her big sister and her friends would notice her looking at something and get it for her without her saying a word. Then, when she started talking, she did not stop. She died in 2004 and we all miss her yakking. There is absolutely nothing worse than losing a child no matter their age.
