Free speech.
They can talk about it but to do anything about it is illegal.
True free speech has been contorted out of all recognition.
It now includes the most filthy pornography and obscenity. That was NOT the "speech" that the founders had in mind.
No wonder speech is free. So little of it is worth anything.
