Were the dying batteries in the handset(s) or the base unit? I am assuming the base unit does not need batteries because it receives 12v from the wall . . . but who knows?

In the handset. Charging on the base unit. However, not actually charging, because the batteries were too old and dying.

Line battery is not 12v. It is nominal 48v DC.
