Amen. It doesn't guarantee voter fraud won't be committed. It just makes it harder.
I'm sure there are plenty of inner city precincts where there are no Republican poll watchers.

With electronic voting, fraud occurs prior to citizens entering the voting booth and/or after polls are closed. A poll watcher will see nothing.
