Yes, and some of the convicted Chechen terrorists were unable to complete their jail sentence due to accidents. Crap happens when there is no death penalty, a higher force interferes to make things right. :P

Probably, but it would have to be final, thermonuclear erasure of all traces of those cities, and that would require the agreement of the largest part of the non Muslim world. One or two nations won't make it work.
