From what I understand is that the IOC doesn’t allow that kind of chromosomal testing, and hasn’t, since the late 1990s? So, without that, what then?

The IOC made the rule. With enough pressure the IOC can change the rule.

Okay, surely that's true.

But this is the IOC who evidently can't even oversee a square boxing match. And with the Russian/Chinese doping scandals, where do you think that the issue of a gender-abnormative South African track star rates on the IOC's list of priorities?

If there's a process to petition the IOC about this, by all means, go ahead.
