He spelled his interocitor, not interociter.
So it must be one of those cheap Chinese knockoffs, like a Rolux instead of a Rolex.
(Oddly enough, FR’s spell check knows interocitor is correct, but interociter is misspelled.)

Is it hanging on electrical or TV cable ..?? Can’t tell from the pictures.
Well, whichever cable it is; I’d guess they might be happy to have a phone call about something hanging on their cable. If they know about it .. maybe they will be willing to answer your questions.
Anyway, if you get no answers, try the local newspapers .. maybe they can snoop around and find out something.

Its sort of the opposite of what Steve Schafer guessed: it lights up when an excessive current flows in the line.Can't be. It's not on a power conductor. That's a steel rope and they are not used for power. It might measure transient power from the conductors around it or, now that I think of it, it might measure power loss through the cable to ground.
