Well, whichever cable it is; I’d guess they might be happy to have a phone call about something hanging on their cable. If they know about it .. maybe they will be willing to answer your questions.

Anyway, if you get no answers, try the local newspapers .. maybe they can snoop around and find out something.

Can't be. It's not on a power conductor. That's a steel rope and they are not used for power. It might measure transient power from the conductors around it or, now that I think of it, it might measure power loss through the cable to ground.
