A huge police presence is in the German city of Saarbrücken, next to the French border, and officers have sealed off the area.
A police official said the man seemed to be in an "exceptional psychological situation" and there were no indications it was a terrorist-related incident.
It remained unclear how he came by his injuries.
Counter-terrorism officers have been scrambled to the scene and it is believed staff at the "Dubrovnik" restaurant on Kupfergasse Road managed to escape when the gunman entered the building at 9.15am on Sunday.
He is thought to have ordered staff out of the building and took no hostages after shouting: "All out."
Several people, believed to be waiters and the owner, were seen sprinting into the road.
Heavily-armed SWAT officers are ready to storm the site where the bloodied armed man has barricaded himself.
Police said the man is thought to be the son-in-law of the restaurant's owner.
A spokesman added the man is originally from Macedonia but has lived in Germany for many years.
A negotiating group of police, pschologists and conflict specialists are at the scene attempting to talk to him.
Germany is on high alert following a wave of attacks across the country over the past few weeks.

It really has become a joke that terrorism is not involved. Hell, Mohamed himself could be beheading men, stoning women, and the press would not suspect terrorism.

Summer of 2015, there was this Somalia guy in the Pfalz state area...who went crazy and tried to stab two people (wounded them to some degree). Cops arrest him...he’s an asylum seeker. They did the court episode in Jan/Feb, and convict the guy....sentence of up to six years.
BUT, the German judge steps in and says ‘hold on’....this guy is nuts. So he mandates that a rehab episode must occur before anything can proceed. So they send the crazy Somalia guy to a mental facility in the Pfalz, on the German ‘nickel’. Weeks and weeks pass.
Last week, the crazy somalia gets word that he’s improved, that the Germans are seeking a way to just send him back to Somalia, with the conviction thrown out (why waste money on the guy is probably the judge’s view). So the crazy Somalia sneaks out the back door of the mental facility....boards a train....and arrives in Mainz on Thursday afternoon. Cops even ID the guy off their video system but he just walks into the city.
They’ve put an all-points bulletin out....pictures posted....cops looking over the city for him. No idea where he is....but he’s dangerous, a nutcase, and being sought.
The thing is....if you actually required a full-up physical (for TB, mental alertness, etc) when all this crowd arrived....I think five to ten percent would never have passed the health test and would have been sent back. Now? If you tried to suggest something to correct this mess....the pro-asylum crowd would get upset. It is pretty screwed up.

Could be a big mistake. Police have been hit hard by DUMBO’s Depression on their benefits even in RAT controlled cities. Memphis is down 400 officers, crime is up over 12%, murder 134 or maybe a couple more, since I didn’t watch the news last night. Does not take into account the stabbings and shooting survivors. There is at least 1 or more of both per 24 hrs.
