It is a little of both.
The left elitists crave power more than anything. They believe that they can only increase their power by suppressing the “little people.” One way to suppress the people is to make them unsafe. One way to make them unsafe is to import barbarians who have not been raised in a civilized society, who then go on to behave like the barbarians they are.
The thing is, the elitists think that they are safe in their fortified compounds surrounded by bodyguards. Maybe they should ask Khaddafi or Saddam Hussein about that.
