I agree -— votes should count in whole numbers. What the author is saying is that there is code already in the voting machines’ system that allows them to set the “value” of each vote to be counted -— therefore skewing the vote any way they want to.

The code in the machine allowing fractional votes, if it is in there, has no business being there and should be removed.

I am surprised no one or no group has sued.
