Why should fractional votes have anything to do with vote counting?

Because, according to the Constitution, black men are 3/5ths of a person.
Where does that leave black women, I wonder?

If 100 people vote for Hillary, and their vote is assigned a value of 1.5 -— then the machine records it as 150 votes total for Hillary.

If 100 people vote for Trump, and their vote is assigned a value of .75 -— then the machine records it as 75 votes total for Hillary.

200 total voters ==> but Hillary wins two to one.

Of course, they won’t be that obvious -— so if Hillary gets a 1.1 value bump, and Trump takes a hit with a .99 value, then the vote is 101 Hillary to 99 Trump and Hillary still wins.
