So why is Ohio requesting that California send them 300 officers to assist during the convention?
If they’re only going to stand and watch, our officers should stay home. We need them here around San Francisco and Oakland.

Absolutely. It's better that they stand around and watch the public urination, defecation, and use of drugs rather than watching BLM and others attack Trump supporters.

At least, I see it daily as I walk down Market Street between Van Ness and 6th...

We have at least 300 officers here is San Jose with experience at standing around watching crime.

This explains a lot:

The last paragraph is important as it references the changes agreed on as a result of the Tamir Rice shooting.

“Every department that agreed to send officers here had to sign a memorandum of understanding. The agreement, among other things, required the departments to train their officers in Cleveland’s mass arrest policies, which were altered last year to settle a lawsuit brought by the ACLU on behalf of dozens of protesters arrested following the acquittal of a Cleveland police officer charged in a 2012 deadly shooting.”
