Most places I’ve lived, the temp vehicle tag is a license-plate sized paper in a plastic sleeve affixed where the license plate would be.
It really is state dependent. Most places I've lived it gets stuck inside the rear window (as they were paper, not sealed/weather proof). In New Mexico, the temp tag placement depends on where you bought the car from. Some put it inside the rear window, some put them where the tag goes on the back of the car.
