While I have no sympathy for the owner, I think arresting him sends the wrong message.
This guy at least took the dog to the vet and saved its life.
The next time someone may give drugs to a dog or other pet, they may just let it die, and get away with everything.
Most vets do not turn people in for this. It sends the wrong message. People tend not to seek help if the face a felony.
