I’m not a lawyer, but I wouldn’t think she could be pardoned for something she hasn’t been convicted of. Also, imagine he knew there would be no indictment, so he laid out all the potential charges before the court of public opinion. Had the files been turned over to the AG we would have heard none of it. Of course, all the left heard was that Hillary is innocent and white Republicans are mean haters.
OK, posted before reading comments re Nixon. Wasn’t his resignation basically an admission of guilt? A plea bargain of sorts?

I used to think that as well, then I remembered Gerald Ford pardoned Richard Nixon, and Nixon had not been tried and convicted of anything either.
