Well its flat out true - he gave all these reasons why she should be indicted, and then concluded that he wouldn’t recommend indictment.
It was completely bizarre. He didn’t even try to lie, or justify himself. In fact, he went the other direction and openly contradicted himself.
If he was a weatherman, it would be like he said it was cloudy and cold and windy and the barometer was dropping and so it would be a sunny day.

They can do a reasonably good story and then draw the absolute opposite conclusion from what they just presented...:^)
It’s not bizarre at all - he was sending a message: “I’d indict if I could.”
He could explain simply by taking out his wallet and showing pictures of his loved ones.
