A commenter on Free Republic said it happened near Elie Wiesel’s funeral.

I heard/read that a young man started climbing one of the boulders in CP when he stepped on something and it exploded very loudly. I believe he lost a foot and part of a leg. Poor kid. He seems to be very young and a good looking fellow. Not known if it was a firecracker of some sort or something more sinister. Happened near Elie Wiesel funeral. Don’t know if that was related.

Are you talking about a firework mortar round? Because a military 60mm, 81mm, etc. mortar round will most definitely blow a leg off...turn you into paste if you're in the kill radius.

Yup. The biggest firework mortar round is usually 25-40g of gunpowder. Nothing like the real stuff.
