Lynch is NEITHER recusing herself, NOR is she deferring to the prosecutors. Yes, she will accept their presentation of a potential case yet reject their recommendations and simply determine there isn't sufficient evidence to prosecute. And that will be that.

Prosecutors look at recommended cases all the time... Lynch will not indict BECAUSE the first witness will be the President of the US. Hillary e-mailed the POTUS, and he therefore knew about the risks of security breach. "Everyone knew" about the private server...therefore to indict Hillary would be self incrimination of this administration. THE FIX IS IN.
