Why would they show him entering the Citadel library (with the easter egg of the astrolabe hanging from the rafters that is a match to the astrolabe shown in the opening credits) if they didn’t intend to complete his storyline?

I agree, his eventual fate is BIG. I suspect he will end up being a Hero and lord of his lands in the end.
