Not sure about “convicted” but they are accused almost every time, and excoriated in the court of public opinion.

Nope. As long as they can prove they were doing the rounds as stated in procedure, they’re good to go. Gray was tryin’ to rough himself up for the purposes of brutality charges and a civil suit. He terminally overdid it.
