This is my interpretation of “Out in the Streets”:
The setting of the song is northern Iraq, probably Kirkuk or Mosul, in 1965. The singer has fallen in love with a member of the Kurdish Peshmerga fighters led by Mustafa Barzani, who are fighting against Iraq’s “Arab Socialist” junta led by Abdul Salam Arif. Although her boy friend has given up his activism to win her over, he has nonetheless attracted the attention of the government’s secret police, who are “waiting out there.”

You have a good imagination. That would make an interesting short story.
