You may be correct. However, it is the norm for it to be claimed that any proposed new regulation will greatly improve (desirable goal A) at little to no cost and with no unanticipated consequences.

I understand your mistrust of regulations. I mistrust them, too.

My daughter is an operating room nurse. They check things. Then they make a list of things they’ve checked and give the list to another nurse who checks them, too. Been operated on lately? I had to write on my left knee “ACL replacement, left knee” before they took me into the operating room.

All the best medical facilities are implementing redundant checking procedures to eliminate human error. Hell, at my local small town Walmart pharmacy, a second pharmicist checks the order filled out by the first.

It is good practice that saves lives. It would be a good regulation.
