From what I've read, this was actually true. Hitler wanted to get the Jews out of Germany and Europe. He would have been OK with them going to Israel, but the British (who controlled Palestine) didn't want to allow it, because they didn't want to antagonize the Arabs.
There was also the matter of FDR barring Jewish refugees from coming here.
Of course Hitler knew that the Arabs wouldn’t particularly care for the idea, and that they’d do his dirty work for him.
Hitler was actually bent on global conquest, so ultimately how would he have been “OK with them going to Israel” except as a way to paint targets on their backs ultimately?
Mandatory Palestine (so-called) was designed as a Jewish refuge by the Brits per the Balfour Declaration. Only about 60,000 Jews were able to move from Germany to Israel between 1933 and 1939 due to the Ha’avara Agreement besides.
This policy was also supported by some “americans” ie, Joseph Kennedy, Henry Ford and Charles Lindberg.

From what I read the Nazis original plan was not to kill the Jews, it was to remove them. Not because they were such humanitarians but it was just easier moving that many people.
