As the U.S. military operates near Beijings artificially-built South China Sea (SCS) features and seeks to prevent Beijing from ejecting foreign claimants from places like Second Thomas Shoal, it may well face surveillance and harassment from Chinas maritime militia. Washington and its allies and partners must therefore understand how these irregular forces are commanded and controlled, before they are surprised and stymied by them.

Okay, so the USN can now just take it for granted that there are NO ‘civilian’ vessels flying the Chinese flag. Any acts carried out by these vessels and their crews will then be the inexcusable acts of war by a belligerent Chinese military.
The USN should then act accordingly.
The subterfuge in the PLN's chain of command would also provide them with plausible deniability. Side note -- anyone notice the pics of the two authors? They do not look old enough to be experts on anything.
I’m going way back here but I seem to remember when we were flying Market Time and Yellow Brick Road patrols (P-3s) during Viet Nam, the briefings included the statement that any ChiCom ship of any type was to be reported as hostile. I was awake for most of it...
