More or less Hawaii and other pacific islands have the most expensive electricity in the world(my electricity is $0.38 kWh). The principle problem with power rates can be attributed to Democrats, re-newable energy fairy tales, and ignorant people that believe fairy tales, and Federal laws protecting unions.
I will drop my electrical cost to zero in 8 years with the help of your tax dollars. As inefficient and environmentally damaging as solar is, it is cheaper than Government run/permitted power systems.
Living in a sunny climate that is neither hot nor cold, paired with very high residential electric rates, will make solar look far better than it does in most areas. Depending upon where you are in HI, you could go without air conditioning and not suffer too badly.
