That was an intentional side-effect of illegal immigration - big, politically connected inner-city property owners/developers have watched their values increase steadily as Mexicans have displaced black populations. Urban renewal, on the cheap.
That video is pretty unreal, even for someone who’s lived in California all my life. It’s literally KKK type violence being perpetrated against blacks in California, yet complete radio silence from the wider society, including the supposed representatives of the black community.
