Of course, but that’s not what the issue is. As I said, completely accurately, OSHA does not set standards for restrooms in PUBLIC FACILITIES (which was YOUR example). OSHA only regulates WORKPLACES. In case you were not aware, the “O” in “OSHA” stands for “occupational”.

Having been responsible for OSHA compliance I am well aware of what the OSHA regulations encompass. OSHA sets standards for toilet facilities in all places used by employees, which includes all Public Restrooms used by employees in places like Walmart, Macys, Kentucky Fried Chicken, Burger King, Pizza Hut, hospitals, libraries, automobile dealerships, airports, train stations, office buildings, ad infinitum. Quote:
§ 1910.141 Sanitation.
(a) General(1) Scope. This section applies to permanent places of employment.
[ . . . ]
(2) Definitions applicable to this section.
Toilet room, means a room maintained within or on the premises of any place of employment, containing toilet facilities for use by employees.
