Is it sad that innocent people suffer at the hand of the US or any OTHER nation ?
Sure ... but it's equally sad and more angering that the government of a nation that perpetrates or allows suffering has to be responsible as well and if a nation will not at least try to correct itself ... well .. it is .... just too bad
I've known of something called "US Foreign Aid" for well over 50 years and in that time ... I can't think of a single instance where our money or efforts were really utilized and did some good to that population
I take it back ... ONE effort was a success .... our massive contributions to re-build post WW2 Europe

Having been in Afghanistan for a few years leading a USAID-funded training project, I saw some good in that project and others. The problem often is that projects are tactical rather than strategic. This means there can be short-term good that eventually becomes long-term bad. The other major problem is that NGOs that effectively deliver meaningful aid are largely not funded due to the complexities, cost, and bounds imposed by receiving such funding.
