Recall that in the Bill Clinton WH there were many senior political staff who never got security clearances. They handled such material anyway in an in-your-face violation of the law and historical practice. They got away with it then and if there’s one thing Hillary has learned in her career it is if you get away with something brazen then go for more next time.
