Steam and water vapor are invisible gases. Visible clouds are made of spheres of condensed water that have dramatically different optical properties.
Ocean algae emit a chemical that influences how fast water vapor turns into reflective clouds. The algae does this to regulate the intensity of sunlight to its liking. Earth's environment is highly buffered by megatons of living biomass.
