There are are some technical legal terms that apply that I don’t know, but essentially such acts generally stand, as the illegitimate office-holder is exercising de facto power within a larger good-faith government entity. Generally, his acts would have to be overturned by the normal procedures, though there might be a few exceptions (pardons?).
