It's disgusting how many people who claim to believe in God, in heaven and hell, and in not bearing false witness feel justified in spreading garbage like this.

Well, it’s not just that. First of all, it shows the shape of his head, and Rubio has a very distinctive head shape that seems to match up. There is also another photo (admittedly blurry) that shows the face unobstructed, and that photo resembles Rubio too. Then there is the fact that Rubio had, before this story even broke, admitted to attending “foam parties” in Florida, and lo and behold, these pictures are of a man attending a “foam party”, which we now know is almost exclusively a gay activity.
I agree it’s nothing solid, but there is certainly a lot of circumstantial evidence that looks bad.
