How is a company supposed to report pay by gender when a person's gender has effectively become a self-determined state that can't be objectively measured?

If this were about “women and minorities”, then the government would be collecting information about the “sex and race” of employees. “Sex” is biological, and binary.
However, since they’re collecting information about “gender” (a social construct that, as you say, means whatever anyone wants it to mean), it’s likely that there will be grievances by the whole GLTB**** “gender”
spectrum.
Don’t fall into the language trap: if you mean to differentiate between (biologically-determined) men and women, you need to distinguish between the two “sexes” — not “genders”.
As usual, the Democrat / Liberal / Communist / Socialist party has not even the faintest interest in the negative effects of the principle of unintended consequences. They just skip merrily down the road, leaving destruction in their wake.
