I agree it seems a bit odd. It could just be bad ir incomplete reporting or there could be more to the story. There are conflicting details in the various media reports I have read.

I'd like to know more about this father. Did he bring that girl to the park at night to pimp her out? Was he expecting to meet someone and be paid, and instead they chased him off and took what they wanted without paying? I'm really suspicious of this.

I mean, maybe I'm way off. Maybe she was just a pretty white tourist with her dad and they thought "Oh yeah." But I'd need to know more before I assume that.
