If they have graduated, why would they need a diploma? It says it is retroactive to students who have graduated since 2004.

The first part made me want to throw up.

Here in Washington State even though a student has ALL the credits they need, they have to take a test in order to graduate. If they take the test and pass they WILL NOT receive their diploma if ALL their books are not turned in or fines paid if books are lost.

So students could be graduated but never have a diploma to show it.
