Actually, as your local DMV or MVA will be quick to say, driving is a privilege, not a right.
Per 2nd A, having a gun is a right, hence no need to register. Same goes for bearing it, but we are being oppressed in that regard! (CC licensing).
A bit more esoterically, you could argue that driving is a right, along the lines of freedom of movement.

The bill or rights was not intended to be a limiting document, meaning, just because something isn’t listed there, doesn’t mean it’s not a right.
